Guide for Obtaining Your Certificate of No Criminal Record in Shenyang, China

In this article, we will explain the general procedures and requirements about how a foreign national applies for a Certificate of No Criminal Record, in Shenyang, China. The certificate is also known as a police certificate/check/clearance in other countries.

Recently, the Division of Exit and Entry Administration of Shenyang Public Security Bureau (PSB) has made some improvements on how they handle applications by foreign nationals for Certificates of No Criminal Record. For example, they start giving each applicant an Acceptance Notice upon accepting an application. The process seems to be in the trial stage. Many details remain to be refined.

Foreign nationals may need to obtain a Certificate of No Criminal Record in China for a variety of reasons including immigration, employment, etc. Typically, a Certificate of No Criminal Record is not acceptable for these purposes until it is notarized by a local notary office in China. And it is for this reason that our guide below has two steps, namely “STEP 1: Application for a Certificate of No Criminal Record” and “STEP 2: Notarization of the Certificate of No Criminal Record”.

STEP 1: Application for a Certificate of No Criminal Record

WHERE TO APPLY?

A foreign national who has lived in Shenyang may apply to the Division of Exit and Entry Administration of Shenyang PSB for a Certificate of No Criminal Record. The Division of Exit and Entry Administration is located at Beiling Dajie 47 Hao, Huanggu Qu, Shenyang (Google Map).

WHO ARE ELIGIBLE?

You are eligible to apply for a Certificate of No Criminal Record in Shenyang if you have resided in Shenyang for more than 6 months with residence permits issued from Shenyang.

REQUIRED DOCUMENTS?

The Provisions on the Handling of Criminal Record Check by Public Security Organs provides a basic model Certificate of No Criminal Record. The model contains a QR code which is used for verification and a statement regarding no criminal record. Local police in different cities issue the certificates with slight variations in the layout. STEP 2: Notarization of Certificate of No Criminal Record

There are multiple notary offices in Shenyang that are licensed to issue Notarial Certificates of No Criminal Record. We often go to Liaoning Notary Public Office, located at Beizhan Lu 77-2 Hao, Guangda Dasha 8 Lou, Shenhe Qu, Shenyang (Google Map).

    I need a policy certificate
    I can’t come to China and I don’t know anyone there. Can I just authentify my local certificate by the Chinese embassy?

    • Hello Chaouche. Thanks for leaving a comment. Would you consider hiring an agency to apply for your police certificate from China? A Chinese embassy could not issue a police certificate covering the period of your residence in China.
