In August 2021, a significant change took place to the procedures for applying for Certificates of No Criminal Record in Dalian. Previously, foreign nationals only need to apply to Dalian Notary Public Office directly for a Notarial Certificate of No Criminal Record. Since August 2021, applicants have had to run around between the notary and police with multiple trips instead of a single trip.
Foreign nationals may need to obtain a Certificate of No Criminal Record in China for a variety of reasons including immigration, employment, etc. Typically, a Certificate of No Criminal Record is not acceptable for these purposes until it is notarized by a local notary office in China. For use in some countries, it also needs to be apostilled by China’s Ministry of Foreign Affairs or authenticated by the embassy representing the country where the certificate is to be used. This Guide covers the two primary steps, namely “STEP 1: Application for Certificate of No Criminal Record” and “STEP 2: Notarization of Certificate of No Criminal Record”.
STEP 1: Get Notary Introduction Letter
The first step is to visit Dalian Notary Public Office and get an “Introduction Letter” for submission to the police. (This step may no longer be required by some of the police offices. Please contact the relevant police office to confirm.)
You may wonder what the purpose is for getting the letter. This goes back to an old rule issued in 1990 titled “Notice Regarding the Handling of Certificates of Whether Foreigners Have Criminal Sanctions During the Period of Their Residence in China.” This 1990 rule gives notary the power to issue Notarial Certificate of No Criminal Records to foreign nationals and the power to investigate with local police about the matter. Although the rule is no longer implemented in every detail, we can conjecture that some local policies are made from it.

STEP 2: Obtain Certificate of No Criminal Record Issued by Local Police
After you get the notary’s Introduction Letter, you need to apply for a Certificate of No Criminal Record with the office of exit and entry administration of Dalian Public Security Bureau in the same district where you live in Dalian.

STEP 3: Return to Notary Office for Notarization
After you get the Certificate of No Criminal Record issued by the local police, you will need to return to the notary office and submit the certificate for applying for a Notarial Certificate of No Criminal Record with English translation or other language translation as needed.
Please note that most notary offices will keep the original Certificate of No Criminal Record on file, meaning applicants will no longer possess the original certificate once the notary application is filed.
